Help available for vulnerable people to get through the winter
PEOPLE living in cold houses or struggling with heating bills will benefit this winter from a £360,000 Government grant to Staffordshire County Council.
The Staffordshire Warm Homes project will build on the good work already being done by local councils, the NHS and voluntary organisations to give practical help and advice to vulnerable people in poorly heated homes.
Part of the grant will help to support the Citizens Advice Bureau throughout Staffordshire to give practical advice and help throughout Big Energy Week (16-21 January 2012) to help people cut their fuel bills and get all the financial support they are entitled to.
Special events are being held throughout the County and Staffordshire County CABx can be contacted by telephoning 08444 111 444.
A spokesperson for Staffordshire County Bureau said: “More and more people are coming to us for advice on how to spend less on their fuel bills. While we continue to help people on a daily basis with face to face advice – there is a real need to reach out to more people who are struggling and Big Energy Week will be a chance for us to do just that.”
A new website – www.bigenergyweek.org.uk - is full of tips on how to cut your energy bills. And as part of Big Energy Week there will be events up and down the county where people can get practical advice on how they could spend less on heating their home.
The grant will also support The Surviving Winter Appeal run by Staffordshire Community Foundation to provide support to older and vulnerable people who are suffering because of fuel poverty. The money will be directed via local community groups to those most in need of help and make sure they can afford to stay warm, eat well and remain mobile, as well as help them in practical ways such as ensuring the can make doctor’s appointments, get to the shops and maintain an active social life.
Commenting on the challenge to the local community, Chair of Staffordshire Community Foundation, Jacqueline Farrell, said:
“Surviving Winter is a UK-wide co-ordinated campaign to encourage people to make donations to support those in need for whom the Winter Fuel Payment is not nearly enough. It is vitally important to provide a channel for those who want to help the most vulnerable members of our community to get through the winter with dignity.”
The remainder of the grant will given to the District Councils to help provide energy advice, extra insulation measures and help with boiler breakdowns.
County council cabinet member Cllr Matthew Ellis said: “A warm home is vital for keeping people healthy, particularly children, the elderly and the chronically ill.
"With this Department of Health money we can do even more to help protect the most vulnerable in our communities.
“There are many organisations providing great advice and assistance.
"By working together I’m sure there will be a hugely positive impact not just this winter, but in future winters too.”
Staffordshire County Council successfully bid for the grant from the Department of Health’s Warm Homes Healthy People fund.

New South East Staffordshire services providing beneficial changes for those in mental distress
People receiving mental health support in South East Staffordshire are seeing new services since September Staffordshire County Council has put in place a range of new daytime support services which will provide more choice, better opportunities and services that really benefit people receiving care.
Changes, a mental health organisation operating from Uttoxeter and Burton since April this year won their recent award for Lichfield, Tamworth and Burntwoood, offer a comprehensive range of services.
These include
friendly mutual support groups, social activities, wellness workshops where users improve their ‘mental fitness,’ and offer opportunities for accredited training.Changes are an organisation that was
formed by people who have experience of using mental health services, and they will give local people opportunities via their accredited National Open College Network course to be involved in how their service is run.County Councillor Matthew Ellis, Cabinet Member for Adult’s Wellbeing
said: “It’s important that we as a County Council commission a range of services that suit people’s needs. We expect and demand the highest standards from the services we commission, and continually monitor these to improve quality for people using them.“It’s about
raising aspirations and improving services, giving people more choice in the services they receive and promoting health and independence. More personalised support and services, greater independence and better opportunities are our priorities for Staffordshire people, giving them the tools that help them lead healthier, more independent lives.”Changes have
recently recruited volunteers from the communities of South East Staffordshire to help people to access mainstream services. A series of social events will support users to practice their social skills, regain confidence and ease themselves back into their local community. The
new services in South East Staffordshire are part of a countywide reorganisation of mental health services.Changes received the following testimony from one of their new service users:
“ My Auntie encouraged me to go to Changes in Tamworth, I was not intending to when Albert House shut down. I was very scared as I am a very nervous person and I have
only just learnt to talk again at college as I have been mute for many years so meeting new people is very difficult for me as I will not talk to new faces. After only a week I had started to talk to Michelle and Yvonne as they are very warm and friendly people and as time has gone on I have managed to discuss my past and present problems. I have been attending the mutual support groups and have recently managed to speak a few words in front of a group that is a massive achievement for me. I have made friends inside and outside Changes, I have made a social life for myself, and have now enough confidence to go back to college. I have found confidence to talk to people at college and I am so much happier in my self my whole life has changed.”Want to know more about Changes

The Home Heat Helpline campaign
This week sees the launch of this year’s Home Heat Helpline campaign. The main focus of the campaign is to encourage people to call the Helpline if they are worried about paying their energy bills this winter.
The campaign
Dragons’ Den star Hilary Devey will be launching the campaign and will be urging people to call the helpline to see whether they are entitled to help with their energy bills this winter. While she’s now well-known as a high-powered and successful businesswoman, Hilary came from humble beginnings. As a young single mother in Bolton, she struggled to pay her fuel bills and to keep her family warm, and as a result is committed to helping others to get the support they need and are entitled to. Hilary will also be raising awareness about the Helpline amongst MPs at an event being held at Westminster on 8 December, so they can pass on the information about their Helpline to their constituents.
The key aim of the campaign is to get those people who need help with paying their fuel bills, or know someone who needs help, to call the Home Heat Helpline number - 0800 33 66 99. This is a free service that provides independent advice to people on low incomes on how to get help with their gas and electricity bills, including grants for insulation and new boilers, discount or rebate schemes, and other help with keeping warm. People can also access the service online by visiting www.homeheathelpline.org.uk.
Background on the campaign:
- The Home Heat Helpline has revealed that one in ten UK households are entitled to some form of assistance with their fuel bills. But many people don’t know what help is available. That help is worth an average of £250 for each household.
- In total 3.5 million households in the UK could benefit from using the Home Heat Helpline to claim support.
- The Home Heat Helpline is launching a campaign today to raise awareness of its free service - 0800 33 66 99, that provides independent advice to people on low incomes on how to get help with their gas and electricity bills, including grants for insulation and new boilers, discount or rebate schemes, and other help with keeping warm. You can also access the service online by visiting www.homeheathelpline.org.uk.
Background information on Home Heat Helpline:
- One in ten UK households are entitled to some form of support with their energy bills. That help is worth an average of £250 for each household.
- If people are struggling to pay fuel bills, or are worried about staying warm this winter, they should call the Home Heat Helpline on 0800 33 66 99. The Helpline is open 9am-6pm Monday to Friday
- Since it was set up in 2005, over 200,000 people have been helped from across the UK.
· Friendly expert advisers give callers clear information on the grants, benefits and payment schemes people may be entitled to as well as advice on how to make your home more energy efficient.
Health and Social Care organisations across Staffordshire believe it is more important than ever for people using services to be able to influence the way they are delivered whilst feeling confident and comfortable about providing feedback or complaining if something goes wrong.
This public consultation is a chance for you to make your views known about proposals to use information and feedback from across Staffordshire’s health and care sector in a more holistic, transparent and effective way.
We also want to know what you think about significant new proposals to change the way health and social care complaints are handled in the future.
It is about the public’s confidence that their views matter as well as making it easier for people to express those views in a convenient, straightforward and timely manner which suits them.
Ongoing engagement around how services are performing rather than focusing on campaigns and consultations should lead to a more holistic picture of healthcare in Staffordshire both geographically and across different services.
If we can clearly and openly identify better what we are doing well and what we are doing less well, services can improve and become more responsive. This is an important piece of work and your help by taking part in this short consultation would be truly invaluable.
Please do get involved and tell us what you think – this is a fantastic opportunity to make sure your views are heard and crucially to help us ensure we are making the right decisions now for the future of health and social care services across Staffordshire.
You can take part in the consultation by filling in a survey on-line http://www.staffordshire.gov.uk/healthandsocialcareconsultation, or emailing your comments to healthandsocialcareconsultation@staffordshire.gov.uk or posting it to Health and Social Care Consultation, Policy and Performance, Wedgwood Building, Tipping Street, Stafford, ST16 2DH.
The consultation finishes on 12 December 2011. We will also be working with community groups across Staffordshire to ensure their views are captured. If you would like a hard copy of the survey or a copy of the survey in any other formats, please telephone 01785 276820.
Thank you so much.
Yours faithfully
Mr Matthew Ellis
